Regime of Iran Was Built to Survive the Death of Its Supreme Leader

Iranian Supreme Leader Ayatollah Ali Khamenei was confirmed dead on 28 February 2026 after a massive attack from the United States and Israel. U.S. President Donald Trump maintained that the operation was aimed at regime change. However, while the supreme leader dominates both the Iranian political and religious domains, the entire Iranian regime, especially its government structure, was built to last beyond its head of state.

General Constitutional Mechanism

Note that Iran has a complex governing system specifically designed to withstand abrupt changes in leadership and external shocks. The Constitution of the Islamic Republic of Iran does not make the regime dependent on one person. Specifically, under Article 111, if the supreme leader dies or becomes incapacitated, a temporary leadership council legally takes over.

The temporary leadership council includes the current president, the chief of the high court, and a cleric from the Guardian Council, formed by the 88-member group called the Assembly of Experts. It is a small group responsible for a temporary shared leadership. This framework is designed to prevent a power vacuum and ensure continuity of leadership and governance.

Furthermore, if senior officials die or become unable to lead for whatever reason, it is also worth noting that Iran has redundant bureaucratic structures and designs that are comparable to most modern governments. Ministries have deputies and succession chains in place. The clerical establishment and security institutions have parallel hierarchies.

Armed conflict is more complex. However, Amin Saikal, emeritus professor of Middle Eastern studies, explained that the Islamic Republic was forged during the Iran-Iraq War that spanned from 1980 to 1988. This scenario built deeply embedded institutions specifically designed to ensure survival against foreign invasions, internal dissent, or civil war.

Overlapping Leadership Structures

The regime has developed layered institutions intended to manage crises and maintain authority without any one figurehead. Iran has multiple centers of power in government, security forces, and religious institutions. The clerical establishment, the courts, and proxy networks are also deeply embedded with the state to safeguard against a single leadership loss.

Moreover, if several high-ranking officials die or become incapacitated simultaneously during an armed conflict, the Islamic Revolutionary Guard Corps or IRGC retains control over subsequent and needed military actions. This multi-service primary branch of the Iranian Armed Forces maintains operational command structures independent of civilian leadership.

The IRGC, which was established in 1979, and its allied militia form a dense security network that enforces order internally and projects power externally. It is not only an armed force but also a collective political actor with vast economic stakes and agency across Iran. Note that it controls more than 30 percent of the Iranian economy through shadow companies.

It is important to underscore the fact that the IRGC has now become the most influential political actor in the country. Hence, in case of uncertainties or extreme situations, it will play a decisive behind-the-scenes role in shaping consensus around a successor, while also expending its armed capabilities to maintain order and avoid a power grab from other actors.
